The European Union introduces new regulations of security at airports

 

ADDITIONAL INFORMATION FOR PASSENGERS

 

According to the regulation of the Commission (EC) no 1546/2006 of 4 October 2006 (amending the regulation of the Commission (EC) no 622/2003 of 4 April 2003 specifying measures for implementation of common fundamental standards of aviation security), which comes into force on 6 November this year:

1 | Transport of any types of liquids is prohibited, unless single containers of the above-mentioned products are no more than 100 millimetres (3 ounces) capacity. Additionally, all of the above-mentioned products transported must be packed into one transparent plastic bag equipped with a system of multiple closing (e.g. string bags or bags with adhesive tape), of no more than 1 litre capacity (e.g. 220 mm/150 mm or 200 mm/200 mm two-wall bags).

2 | A passenger may use a private bag which meets the above-mentioned requirements, e.g. entirely transparent cube-shaped zipped clutch bag, if it evidently cannot contain more than 1 litre of liquid. The bag must be transparent. There can be inscriptions printed on it, provided that it is possible to check the contents without the necessity to open it. Moreover, the contents of the bag must fit the bag easily (it means that all objects inside must be clearly visible), and the bag must be completely closed while undergoing security control.
The definition of “liquid” includes: gels, pastes, emulsions, fluid/solid mixtures and contents of pressurized containers, e.g. toothpaste, hair gel, beverage, soup, syrup, perfume, deodorant, shaving foam, aerosol and other products of similar consistency, i.e. for example:

liquid lipgloss (but not lipstick, whose transport is allowed without limitations),
eyeliners, (but not face powder and so-called make-up blushers),
yoghurt, kefir and other milk drinks,
liquid chocolate creams (but not sandwiches with such cream, whose transport is allowed without limitations),
so-called “pouring” cheese – e.g. Camembert, (but not so-called hard cheese, e.g. Parmigano or Edam, whose transport is allowed without limitations),
roll-on deodorants, (but not talc deodorants, whose transport is allowed without limitations),

The discussed provision means that products not specified in the category of liquids can be placed in a bag of no more than 1 litre capacity, and it does not influence other conditions of transport.

 

3 | The following exception to the above-mentioned regulations are allowed:
a passenger may transport a product, which is necessary for them during the trip (not only during the flight) due to medical reasons or because of special dietary requirements (e.g. people on gluten-free diet). It concerns also food for babies and small children. Medical reasons mean that both prescription drugs as well as commonly available medicines are allowed (nasal spray, medicaments relieving cough, contact lens liquid). Substances that are exempted from the general regulation, which are not medicines strictly speaking, but at the same time are necessary for health or life of a passenger include for example: ice needed to transport medicines or organs in suitable temperature, blood and derivatives of blood, as well as "normal" liquids, if due to medical reasons they have to be taken by a passenger on board (e.g. one kind of a drink, which is used by a person suffering from autism or mental illness);

it is possible to transport a product, which was obtained airside beyond the point where boarding passes are controlled. Additional products must be packed by a salesperson in a completely closed bag that displays no evidence of reopening after purchase has been made. A bag, which displays evidence of being opened before, is not allowed to be used for transport of liquids purchased at airside shops. Fastening of a bag must explicitly display that it has not been torn or tampered with. Moreover, a bag must include clear proof (e.g. receipt) that the purchase has been made on the date of departure at a given airport. It can either be put inside the bag or attached to it (so it is possible to read the receipt easily). Similarly to the case of bags of no more than 1 litre capacity, closed bags, mentioned in this point, may include other objects, which are not liquids;

a passenger can transport a product that has been purchased airside beyond boarding pass control point;

a passenger may transport a product that has been purchased from a salesperson at another airport of the Community, provided that it is packed in a completely closed bag that displays no evidence of reopening after purchase. Moreover, a bag must include clear proof that the purchase has been made on the date of departure at a given airport;

a passenger may transport a product that has been purchased on board a plane of a Community air carrier, provided that it is packed in a completely closed bag that displays no evidence of reopening after purchase. Moreover, a bag must include clear proof that the purchase has been made on the date of flight on a given airplane. This requirement does not concern passengers with single tickets.

4 | Any liquids must be presented separately at a security control point in order to be checked. A passenger should, without any request, show at a control security point a bag of no more than 1 litre capacity with fluid substances and a closed bag with products purchased at shops specified above.

5 | Portable computers and other larger electronic and electric devices (radio sets, cassette players, CD players, hair dryers, electric curlers, cameras, tourist irons and others) should be taken out by passengers from their cabin luggage before security control, and checked separately.
Outer garment, including jackets, must be taken off and checked as a separate pieces of luggage during security control.
